It's obviously a hand-rolled or unfiltered cigarette. Not a joint. Also, you don't immediately exhale when smoking pot.

First, how is it obvious that this isn't a joint? Did you use CSI skills to enhance this grainy footage?
Let's say it was weed. Would she have been experienced enough as a toker to know that you don't immediately exhale? Perhaps not. This was a get-together, as the original holder of the footage stated, along with that he had bought the pot for this get together. Now, do people get together do communally share a cigarette? I'd say this was weed, indeed, or if it wasn't a joint in the footage, it was the cigarette after one. Look at those jovial, mirthful faces!

As much as a mystery NatGeo seems to want to make out of this, there might just be a more plausible scientific explanation:
"Even though we could not find a definitive explanation for this higher incidence, the existence of other 'twin towns' around the world – most of them in remote isolated areas with high levels of inbreeding just as Linha São Pedro – shows that external influence is not needed for this to happen," [a scientist] says.
